Consultation Plan

The Regime consultation process will include First Nations, mandated boards, stakeholders and other interested parties, and the public.

The consultation will take place in three phases to ensure enough time is provided for the public to learn about the proposed Regime, consider it and provide input.

  • Phase 1  The Phase 1 meetings are best described as Information meetings. During this phase, the Secretariat will present key concepts and information to Yukoners.
  • Phase 2  The Phase 2 meetings are being called Consultation meetings because the Secretariat hopes to obtain the majority of public input during this phase. At Consultation meetings, the Secretariat will present more detailed information on the Regime and gather input. Detailed information will also be provided and made available in advance of the Phase 2 meetings. Meetings to obtain Traditional and Local Knowledge will also likely be incorporated during Phase 2.
  • Phase 3  The Phase 3 meetings are the Final Review meetings. At this stage, the Secretariat will review how previous input has been incorporated, explain why some input was not incorporated, and provide a final opportunity for input.

Phase 1 began for some communities and First Nations in May and June of 2006 and for others in the Fall of 2006.

The consultation visits will include:

  • Meetings with each First Nation, including participants identified by a contact person within each First Nation, in consultation with Chief and Council
  • Public meetings and open houses in each community
  • Meetings with mandated boards, identified stakeholders and other interested parties

Methods of Receiving Input

The Secretariat will accept input regarding the proposed Regime in a variety of ways:

  • Written submissions in any format provided that contact information is included in the submission (anonymous submissions will not be considered). This could be in the form of letters, faxes, emails, or Secretariat questionnaire as described below.
  • Verbal comments made & recorded by the Secretariat at consultation meetings
  • Filling out a form/questionnaire to be provided at consultation meetings & on the Secretariat website

Input should be directed to the Secretariat, although other parties, such as Yukon natural resources officers (mining inspectors) and renewable resource councils, may be able to assist in delivery of input to the Secretariat.

Each consultation meeting will be recorded by a note-taker. The notes will be made available to participants on request. Also, notes and summaries of input provided during the consultation process will be posted on the website.

At the Phase 3 Final Review meetings, part of the presentation will focus on the integration or consideration of input.

At the conclusion of the consultation, the Secretariat will compile and make public a report on the proceedings. This will include a summary of what input was provided, what input was and was not incorporated, and why.
